Wayne Ford organized the first minority Democratic Presidential Forum in 1976 in Des Moines, Iowa. The forum focused on issues that were sensitive to the minority community. That year, Governor Jimmy Carter, Fred Harris, Birch Bayh and Sargent Shriver sent surrogates to the Des Moines Community Hall.
